Is it possible to remove or edit a form footer disclaimer in Microsoft Forms?

As a short answer: NO, there is no option to edit or remove Microsoft Forms footer disclaimer! This option is only available in Microsoft Forms Pro, and Microsoft Forms Pro is rebranded as Dynamics 365 Customer Voice.

How to change the Form footer in Microsoft Forms Pro (Dynamics 365 Customer Voice)?

• After you log in to Dynamics 365 Customer Voice, you should first create a new project from the available templates, or a blank project.
• Once you create a new plan project, you will get a new survey like Microsoft Forms.
• Scroll down to the Footer section, and enable Customize Message.
  
• Then type the message footer as you prefer, then click Preview.
• The final result should look like below
