Is it possible to get site Created Date in SharePoint Server without using PowerShell?

As a short answer, "NO", there is no GUI view to get such info, instead you have to use the PowerShell.

How to get Site Collection Created Date in SharePoint 2019 using PowerShell?

To find the created date of a site collection in SharePoint 2019, type the below cmdlet in SharePoint Management Shell

$SPSiteCollection = Get-SPSite https://YourSiteCollectionURL
$SPSiteCollection
$SPSiteCollection.RootWeb.Created
