How to install Workflow Manager 1.0 Refresh (CU2) using Web Platform Installer on SharePoint 2019 VM hosted on Microsoft Azure without facing this error "This Product did not install successfully. Downloaded file failed signature verification and may have been tampered with"

I think it's a bug related to Microsoft updates and I can't contact it because I'm not a Microsoft partner.

Workflow Manager 1.0 Refresh CU2 failed to install

To can install the Workflow Manager 1.0 Refresh CU2 without facing this error "This Product did not install successfully. Downloaded file failed signature verification and may have been tampered with", you have to do the following:

  1. Open your log file, and search for the error message "Downloaded file failed signature verification".
  2. Find the local cached file path, and open it in file Explorer. (It usually located at this local App data path, Ex: C:\Users\your_UserName\AppData\Local\Microsoft\Web Platform Installer\installers).

  3. As per your error message, the first component that failed to download is Microsoft Windows Fabric, so you should open the WindowsFabric folder > GUID Folder.
  4. Right-click on the WindowsFabric file > Select Properties.
  5. Click on Digital Signature > Click on the signer name > Then the Details button.
  6. The Digital Signature details dialog will be opened > Click on "View Certificate".
  7. At Certificate dialog > Click on the Install Certificate button.
  8. Follow the certificate installation wizard to install the certificate at Local Machine.

  9. Once the certificate installation finished, close the Microsoft Web Platform Installer, and reopen it again!
  10. Search for Workflow Manage, and Click to install Workflow Manager 1.0 Refresh CU2, you will note that all other components have been installed successfully except the Workflow Manager 1.0 Refresh CU2.
  11. In this case, create a new folder in the C or D drive as prefer.
  12. Copy all the installer folder at C:\Users\your_UserName\AppData\Local\Microsoft\Web Platform Installer\installers to the newly created folder.
  13. Open CMD as Administrator, navigate to the WorkflowManagerRefresh folder > GUID Folder.
  14. Run the below cmdlet:

     Workflow_Manager.msi IACCEPTEULA=yes WEBPI=1

    15 . Repeat the same steps for Workflow Manager 1.0 Cumulative Update 5.

  15. Open the Microsoft Web Platform Installer, again, you will note that the Workflow Manager 1.0 Refresh CU2 and Workflow Manager 1.0 Cumulative Update 5 have been installed successfully.

  1. Open the Start menu > Search for "Workflow Manager Configuration" to configure Workflow Manager.

Many thanks for your support, it's really appreciated.
I have some concerns about this issue.
1- Kindly I'd like to know the root cause of this issue and why the Web Platform Installer could not install the workflow manager as usual?
2- Another question, what do these parameters mean "IACCEPTEULA=yes WEBPI=1"?
If you don’t ask, the answer is always NO!
